Environmental registration for Group IV projects
Group IV projects under Decree 08/2022/ND-CP do not need an environmental permit, but must still register with the commune-level People’s Committee where the facility is located.

Is there a state fee for registration?
Registration does not carry the appraisal fee that applies to permits. Costs are mainly dossier preparation and monitoring (if needed) to describe discharge sources.
Are periodic reports still required after registration?
Yes. Facilities must still manage waste, keep records and submit environmental protection reports as required for their category.
What if we register under the wrong group?
If the facility actually belongs to a group requiring a permit but only registered, it is treated as operating without a permit and may be fined under Decree 45/2022/ND-CP. Classification must therefore be done carefully up front.
